China aims to complete FFTB/FTTH construction in cities by 2015

On August 17, the State Council announced the notification of Broadband China strategy and its implementation program to strengthen the strategic guide and system deployment. It aims at promoting the development of national broadband infrastructure.

The circular stressed that China will regard broadband network as a national strategic public infrastructure,the government will strengthen top design and planning guidance, as well as co-ordinate core technology R&D, standard setting, information security and the construction of emergency communication security system.The State Council said in the announcement that they will comprehensively utilize wired and wireless technology to drive the integrative development of telecom network, broadcasting network and internet, and accelerate building next generation national information infrastructure of broadband, integration, security and wide range.

The circular also proposed two development objectives: during the first phase by 2015, China will basically complete FFTB/FTTH construction in urban areas and broadband wiil achieve in rural areas, home fixed broadband penetration will reach 50%, and 3G/LTE subscribers penetration will grow to 32.5%. Moreover, there will be 95% of the administrative villages can access broadband,.Schools, libraries, hospitals and other public institutions should also have the access to broadband. Urban and rural households broadband access capacity will reach 20Mbps and 4Mbps respectively and even 100Mbps in several developed cities. We can see in the near future there will be a significant improvement in the quality of broadband applications while the penetration of mobile internet will be extended as well. Network and information security will be intensified noticeably.

During the second phase by 2020, overall broadband coverage will be achieved throughout the town and country, home fixed broadband penetration will reach 70%.3G/LTE subscribers penetration will increase to 85%. And there will be more than 98% of the administrative villages can access broadband. Urban and rural households broadband access capacity will reach 50Mbps and 12Mbps respectively. In some developed cities, the speed can arrive at 1Gbps. Broadband applications will be indispensable to production and living. The target of universal access to mobile internet will be reached and a robust network and information security system formed as well.
